Union of Organisations of Persons with Disabilities (UOPD)

The Union of Disabled People Organizations (UOPD) coordinates the activities of its member organisations representing persons with disabilities and advocates for their rights, interests and common objectives. Its vision is an inclusive society where equal rights and opportunities are guaranteed for all.

UOPD holds Special Consultative Status with the UN Economic and Social Council (ECOSOC).

It is a member of international organisations and networks including the World Disability Union, European Disability Forum, International Union of Organizations of Persons with Disabilities and European Network on Independent Living. It also collaborates with the International Association of Accessibility Professionals, Stakeholder Group of Persons with Disabilities for Sustainable Development and Disability Climate Caucus.

At national level, UOPD participates in the Azerbaijan National Platform of the Eastern Partnership Civil Society Forum, the Commission on Business and Human Rights under the Ombudsman and the Public Council under the Ministry of Emergency Situations.

Key contributions include participation in drafting legislation on the rights of persons with disabilities, public associations, NGOs and social order, as well as National Action Programmes on disability rights. UOPD also developed accessibility regulations for buildings and facilities, prepared a parallel report for the Universal Periodic Review, and submitted alternative reports on implementation of the UN Convention on the Rights of Persons with Disabilities in 2013, 2014, 2018, 2019 and 2024.

UOPD has implemented 35 projects.
